Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 21 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />August 6, 2024 <br />TOPIC: Flow Control Valve Maintenance, Rehabilitation, and Replacement at City Water <br />Facilities <br />AGENDA TITLE <br />Agreement with Griswold Industries, dba Cla-Val, for Flow Control Valve Maintenance, <br />Rehabilitation, and Replacement Services at City Water Facilities (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Griswold Industries, dba Cla- <br />Val, to provide flow control valve maintenance, rehabilitation, and replacement services <br />for City water facilities, for a total amount not to exceed $1,250,000, for a three-year <br />term beginning August 6, 2024 and expiring August 5, 2027, with a provision for one, <br />two-year extension (Agreement No. A-2024-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency's Water Resources Division (PWA) oversees the daily <br />operations and maintenance of the City's water and sanitary sewer systems. The City's <br />water production system consists of 21 wells, four pressure control stations, seven <br />Metropolitan Water District connections, seven water booster stations, ten reservoirs, <br />and two sanitary sewer lift stations. Over 120 flow control valves are located throughout <br />the City at water system facilities, such as wells and pump stations, to effectively control <br />of the introduction of water in to the distribution system and sustain desired pressures. <br />As with other water system assets, flow control valves must be regularly maintained, <br />and periodically rehabilitated or replaced, in order for the water system to function <br />correctly. Due to the complex characteristics of flow control valves, it is ideal to have <br />manufacturer -certified technicians perform inspection, maintenance, rehabilitation, and <br />replacement services. <br />On April 11, 2024, PWA released Request for Proposals (RFP) No. 24-050 (Exhibit 1) <br />for qualified firms to provide preventative maintenance, rehabilitation, and replacement <br />services for the City's water pressure reducing and pressure sustaining valves. The <br />RFP was advertised on the City's online bid management and publication system, <br />PlanetBids, with proposals due on May 2, 2024. System records indicate a total of 264 <br />
