ICF Proposal for City of Santa Ana Fleet Electrification & Electric Vehicle Master Plan February 27, 2024 <br />Brynn Holbrook <br />Research Data Analyst II <br />Ms. Holbrook is an Analyst at ICF and has experience in research and <br />technical assistance. She possesses strong research and evaluation skills, <br />including programming and administering surveys, conducting semi - <br />structured interviews, analyzing quantitative and qualitative data, and working <br />with large datasets. While at The College of New Jersey, Ms. Holbrook <br />served as a research assistant for multiple projects relating to health and <br />poverty. At ICF, Ms. Holbrook works on several projects relating to health, <br />poverty, workforce development, apprenticeship, and training and technical <br />assistance. <br />Years of Experience <br />Professional start date: 07/2018 <br />PROJECT EXPERIENCE ICF start date: 01/2022 <br />Program Life Cycle Evaluation, AmeriCorps, Corporation for National Education <br />and Community Service (CNCS), 2020 — Present. BA, Sociology and Public Health, <br />Analyst. Ms. Holbrook serves as a Research Assistant of participatory The College of New Jersey, <br />evaluation approach to examine national service programs focused on 2018 <br />providing peer recovery coaching to individuals with substance use disorders <br />or are focused on climate change and environmental stewardship. The project incorporates capacity -building and <br />dissemination activities for programs and will assist AmeriCorps to support locally driven and innovative solutions. <br />Ms. Holbrook was responsible for assisting with document reviews, evaluation planning, OMB and IRB submittals, <br />protocol development, participant recruitment, protocol administration, site visit planning and implementation, data <br />analysis, and reporting. <br />Community Health Needs Assessment, Casa Colina Hospital and Centers for Healthcare Research Institute, <br />2020 — 2021. <br />Analyst. Ms. Holbrook supported the development of Casa Colina Hospital's Community Health Needs Assessment <br />in compliance with federal requirements. This included assessment planning, IRB submittal, protocol development <br />and administration, participant recruitment, primary and secondary data collection and analysis, and reporting. <br />Supplemental Nutrition Assistance Program (SNAP) Process and Technology Improvement Grants, State of <br />Maryland, Department of Human Services, 2019. <br />Analyst. Ms. Holbrook assisted with the evaluation of the integration of workforce assessment tools into multiple <br />agency sites. She was responsible for analyzing training attendees' training assessments and creating data <br />visualizations. <br />Evaluation of the Transition Assistance Program, United States Department of Labor, 2019. <br />Analyst. Ms. Holbrook assisted with a quasi -experimental study of a program designed to transition military service <br />members into career pathways. She was responsible for developing portions of the final report which discussed the <br />program's population and previous iterations of the Transition Assistance Program. <br />California Advance Lighting Controls Training Program (CALCTP) - Acceptance Technician (AT) Certification <br />Program, International Brotherhood of Electrical Workers/National Contractors Electrical Association, 2018 — <br />Present. <br />Technical Support Specialist. The CALCTP-AT Certification Program was developed to ensure compliance with <br />Title 24 standards. Ms. Holbrook provides administrative support to the program and assists quality assurance <br />efforts.
