EXHIBIT A g PLACEWORKS <br /> July-9-2024 <br /> Ali Pezeshkpour, AICP <br /> Planning Manager <br /> City of Santa Ana <br /> Planning and Building Agency <br /> 20 Civic Center Plaza <br /> Santa Ana, CA 92701 <br /> Subject: Proposal to provide CEQA Environmental Planning Services to the City of <br /> Santa Ana for the Short-Term Rentals Ordinance Project <br /> Understanding of the Project <br /> The City desires to adopt an ordinance to expressly prohibit short-term rentals within the City, to <br /> reaffirm existing law. <br /> The SAMC does not list short-term rentals as an approved use in any zoning district, <br /> making them prohibited and unauthorized under the current enforcement practice afforded <br /> by Section 41-190(a). <br /> For the purposes of CEQA, we are recommending tiering off the City of Santa Ana (City) <br /> General Plan Update (GPU) Environmental Impact Report (EIR) (GP EIR); therefore, the <br /> buildout identified in Table LU-2, Buildout Table, will be considered the approved project <br /> environmental baseline (existing conditions) of the project site, and the proposed project's <br /> impacts will be analyzed against this baseline. Based on an initial review of the GP EIR <br /> and the information available about the City's intended ordinance, PlaceWorks believes <br /> the tiering approach would yield an EIR Addendum. The EIR Addendum may also include <br /> a discussion regarding the proposed project's qualification for an exemption. If determined <br /> to qualify for an exemption, an analysis showing that use of the exemption is not precluded <br /> by the exceptions outlined in CEQA guidelines section 15300.2 will also be included. The <br /> exceptions address issues of location, cumulative impact, significant affect, scenic <br /> highways, hazardous waste sites, and historical resources. <br /> Approach <br /> PlaceWorks will use the City's EIR Addendum template as a guide to evaluate the proposed <br /> project against the GPU and GP EIR.
