M7 <br />S <br />Services Provided <br />. <br />SERVICES FOR PRECONSTRUCTION ACTIVITIES <br />Bernards' approach during the design and construction phases has <br />always been about maintaining an unyielding commitment to partnerships <br />and communication. Our projects are implemented with the stakeholders' <br />goals in mind — early planning, clearly defined roles, and a team -focused <br />approach streamline our processes and enable us to deliver the highest <br />level of service during all phases of a project. Bernards has formed <br />a team of experienced professionals to perform, design, engineering, <br />planning, surveying, estimating, scheduling, on -site safety management, <br />and more to successfully complete the Demolition of State Building at 28 <br />Civic Center Plaza. In the following paragraphs, we describe the services <br />to he provided to meet the needs of the City. <br />Survey, CEQA, Historical, ASCE 41 Structural Evatuation <br />Our team shall prepare a topographic and boundary survey that will <br />extend approximately 30' from the Limit of Work and will show perimeter <br />of adjacent structures and spot elevations of building entries at grade and <br />at plaza level. We shall use an underground utility tocating to locate as <br />many other sub -surface utilities as is possible. <br />California Environmental Quality Act (CEQA) documentation for the <br />project will be prepared, including a historical analysis of the site/building <br />and provide a report stating the historical significance of the building. <br />Along with this we will prepare a technical memorandum substantiating <br />the Categorical Exemption (CE) class for the project. As part of the <br />Technical Memorandum our team wilt perform short-term emissions <br />modeling for the proposed project using CaIEEMod which would <br />assess potential air quality and greenhouse gas impacts from building <br />demolition. The results of the modeling will be appended to the Technical <br />Memorandum. <br />An architectural historian, meeting the Secretary of the Interior's <br />Professional Qualifications Standards for architectural history, will <br />conduct an architectural history evaluation of the "State Building" at <br />28 Civic Center Drive Plaza in Santa Ana, California. This study will <br />be conducted pursuant to compliance with CEQA and Section 106 of <br />the National Historic Preservation Act (NHPA) and its implementing <br />regulations in 36 CFR 800, for the evaluation of a historic -age building. <br />The evaluation will also be prepared pursuant to the City of Santa Ana's <br />requirements for historical resources under CEQA. <br />RFQ NO.: 24-032 I State Building Demolition Project <br />
