focusing on three core objectives; identifying and quantifying the scope of the problem in Orange <br />County; investigating suspected incidents vigorously and effectively in order to secure the <br />appropriate criminal convictions for those responsible; and collaborating with local agency patterns <br />within law enforcement, county and state government, and non -governmental service providers to <br />ensure the victims of these crimes receive the wrap -around services they need to rebuild their lives <br />and avoid future victimization. <br />Period of Performance: <br />The term of this MOU shall commence upon its execution by the parties. The initial term of this <br />MOU shall expire on September 30, 2026, unless otherwise terminated by the parties as provided <br />herein. This MOU may be renewed on the same terms and conditions and upon mutual written <br />agreement among the parties based on written notification from the Anaheim Police Department. <br />Human Trafficking Investigations <br />Anaheim Police acknowledges human trafficking investigations are very complex and time <br />consuming. Like many other types of complex investigations, it takes time for investigators to build <br />the skills and experience necessary to work human trafficking cases at an optimal level. This <br />experience is never more needed than when investigating human trafficking of minors given, they <br />have the potential to be life cases. With this in mind, APD requests SAPD to consider personnel <br />who are open to a minimum of a two-year commitment to the task force. In this way, the task force <br />benefits greatly from a reasonable term commitment and SAPD in turn gains a more experienced <br />investigator upon completion of the assignment. <br />The duration of this MOU will encompass the entire <br />FY23 Enhanced Collaborative Model Task Force to Combat Human Trafficking project funding cycle, <br />anticipated to occur throughout 10/01/2023 -- 09/30/2026. <br />
