Section 2 — Federal Changes and Initiatives 1 2023 <br />with lower economic capacity, and other underserved <br />National populations. <br />Campaigns and <br />Programs Cont. Active Shooter Preparedness - DHS has developed a <br />comprehensive Active Shooter Preparedness website, which <br />strives to enhance national preparedness through a whole - <br />community approach by providing the necessary products, <br />tools, and resources to help all stakeholders prepare for and <br />respond to an active shooter incident. Subrecipients are <br />encouraged to review the referenced active shooter <br />resources and evaluate their preparedness needs. <br />Soft Targets and Crowded Places - States, territories, Urban <br />Areas, and public and private sector partners are <br />encouraged to identify security gaps and build capabilities <br />that address security needs and challenges related to <br />protecting locations or environments that are easily <br />accessible to large numbers of people on a predictable or <br />semi -predictable basis that have limited security or <br />protective measures in place, including town centers, <br />shopping malls, open-air venues, outside hard <br />targets/venues perimeters, and other places of meeting and <br />gathering. For more information, please see DHS's <br />Hometown Securitv Proaram. <br />Community Lifelines - FEMA created Community Lifelines to <br />reframe incident information and impacts using plain <br />language and unity of effort to enable the integration of <br />preparedness efforts, existing plans, and identifies unmet <br />needs to better anticipate response requirements. Additional <br />information may be found at the Community Lifelines <br />Implementation Toolkit website. <br />Strategic Framework for Countering Terrorism and Targeted <br />Violence - DHS adopted the DHS Strategic Framework for <br />Countering Terrorism and Targeted Violence, which explains <br />how the department will use the tools and expertise that <br />have protected and strengthened the country from foreign <br />terrorist organizations to address the evolving challenges of <br />today. <br />5 <br />
