• Is the budget representative of the total cost of performance of the projects? <br />• If indirect costs are included, is the applicant required to have an approved indirect cost rate <br />agreement? If so, has the applicant provided an approved indirect cost rate agreement? <br />• Is the applicant delinquent on any federal debt? <br />• Has the applicant had substandard performance in a prior award? <br />• Is the applicant on the Do Not Pay List? <br />Based on the outcome of this review, FEMA may determine that it will not make an award to an applicant <br />that poses a risk of noncompliance. FEMA may also determine that it will make an award to an at -risk <br />applicant, subject to additional terms and conditions as described in 2 C.F.R. § 200.208. <br />Supplemental Financial Integrity Review <br />Prior to making a federal award where the anticipated total federal share will be greater than the <br />simplified acquisition threshold, currently $250,000: <br />FEMA is required to review and consider any information about the applicant, including <br />information on the a p p l i cant ' s i nrlaNwlcburner,tsubsidiarins�and 1pridqpdssor$ t <br />if applicable, that is in the designated integrity and performance system accessible through SAM, <br />which is currently the Federal Awardee Performance and Integrity Information System (FAPIIS). <br />An applicant, at its option, may review information in FAPIIS and comment on any information <br />about itself that a federal awarding agency previously entered. <br />FEMA will consider any comments by the applicant, in addition to the other information in <br />F A P I I S, i n maki ng a j udgme nt about t he a p p 1 i s <br />performance under federal awards when completing the review of risk posed by applicants, as <br />described in 2 C.F.R. § 200.206. <br />Review and Selection Process <br />FEMA will follow all applicable statutes, rules, and requirements and will take into consideration <br />materials accompanying the annual appropriations acts, such as the Joint Explanatory Statement, as <br />appropriate, in reviewing and selecting recipients. <br />Please see the applicable NOFO for the review and selection process for that program. <br />Federal Award Administration Information <br />Notice of Award <br />Before accepting the award, the AOR and recipient should carefully review the award package. The <br />award package includes instructions on administering the grant award and the terms and conditions <br />associated with responsibilities under federal awards. Recipients must accept all conditions in the <br />applicable program NOFO, as well as this Manual, in addition to any special terms and conditions <br />in the Notice of Award to receive an award under the applicable program. <br />Notification of award approval is made through the ND Grants system through an automatic electronic <br />mail to the r e c i pamtl-mriiedd Mfscial listed in the initial application. The award date will be the date <br />that FEMA approves the award. The recipient should follow the directions in the notification to confirm <br />acceptance of the award. <br />Recipients must accept their awards no later than 60 days from the award date. The recipient shall notify <br />FEMA of its intent to accept and proceed with work under the award or provide a notice of intent to <br />decline through the ND Grants system.
