The costs necessary to develop and provide for the necessary inter -tie between communications systems shall be shared 'equally by -the participating cities. 11. The service mutually agreed to he rendered pursuant to this Agreement shall include first alarm fire and rescue and each r.i•ty shall be responsible for providing, where possible; the additional equipment necessary in the event of a second. or third alarm involvement within its geographical liraits. 12. Each city warrants and represents., that it has sufficient equipment to handle the involvements which skull be assigned to it under this agreement and that in the: event certain types of involvements require special_ equipment, the responsible city will. not be obligated to respond to said involvement unless and until it has obtained said special equipment. It is further understood and agreed by and between the parties hereto, that the Fire Chief of each city or his designated representatives shall work. out and agree upon the capabilities of each city to respond to involvements requiring special equipment and that neither city will be obligated under this Agreement to respond to any involve- ment requiring special equipment where said. city does not own or operate said special equipment. 13.
