expenses when on official duty of the City when such expenditure has <br />been so authorized by the board or commission end subject to rules and <br />regulatfons prescribed by ordinance on order of the City Council. <br /> <br /> Section 906. APPOINTIVE BOARDS AND COMMISSIONS: AT- <br />TENDANCE OF WITNESSES, OATHS, AND AFFIRMATIONS. Each ap- <br />pointive board or commission shall have the same power as the City <br />Council to compel the attendance of witnesses, to examine them under <br />oath, and to compel the production of evidence before it. Each member <br />of any such board or commission shall have tho power to administer <br />oaths end afffrmatlons in any investigation or proceeding pending before <br />such board or commission. <br /> <br /> Section 907. BOARD OF RECREATION AND PARKS. The Board <br />of Recreation and Parks shall consist of nine members appointed from <br />the qualified electors of the City. Seven members shall be appointed by <br />the City Council. Not more than five of these seven members shall be <br />of the same sex, and none of them shall hold any paid offlce or employ- <br />ment in the City government. Two members shaft be appointed by the <br />Board of Education. <br /> <br /> Section 908. BOARD OF RECREATION AND PARKS: POWERS <br />AND DUTIES. The Board of Recreation end Parks shall have power end <br />be required to: <br /> <br /> la} Consider matters that may be referred to it by the City Coun- <br />cji, the City Manager, or the Director of Recreation lad Parks ind render <br />such counsel and advice in regard thereto es may be requested by the <br />referring authorities; <br /> <br /> lb) By Its own motion, make such studies lad investigations as it <br />may deem necessary for the formulation of recreation and park policies, <br />or to determine the wisdom and efficacy of the policies, plans, end pro- <br />cedures dealing with recreation and park matters and report its findings <br />and recommendations to the City Council, the City Manager, or the <br />Director of Recreation and Parks, or to any or all such authorities ss it <br />may see fit; <br /> <br /> lc) Recommend to the City Council and tho City Manager es to <br />the acceptance or rejection of offers of donations of money, personal <br />property, or real estate to be used for recreation and park programc; <br /> <br /> (d) Consider tho annual budget during the process of its prepare- <br />Sion by the Director of Recreation and Parks end make recommendations <br />with respect thereto to the City Manager end the City Council; <br /> <br /> lo) Solicit to the fullest extent possible the cooperalon of school <br />authorities and other public and private agencies concerned with recree- <br />tion and park programs of the City. <br /> <br /> Section 909. PLANNING COMMISSION. The Planning Commis- <br />sion shall consist of seven members to be appointed by the City Council <br />from the qualified electors of the City, and no member of said Commis- <br />sion shall hold any paid offlce or employment in the City government. <br /> <br /> <br />
