RESOLUTION NO. 61-103 OF THE CITY COUNCIL OF SANTA <br />ANA, CALIFORNIA, EXPRESSING OPPOSITION TO SENATE <br />BILL 789 AND DECLARING THAT STATE AID FOR LIBRARIES <br />IS NEITHER NECESSARy NOR DESIRABLE <br /> <br /> WHERF2%S, there is now under consideration in Sacramento Senate <br />Bill No. 789, which would create a California Public Library Board in <br />the Department of Education and appropriate $2,800,000.00 from the <br />already overtaxed General Fund for the purpose of making grants to <br />library systems throughout the State of California, under formulas <br />therein contained, in cash on a per capita basis and for the purpose of <br />making book grants to said systems; and <br /> <br /> WHEREAS, this Senate Bill is similar to Assembly Bill No. 1985, <br />introduced at a special session in 1960, without some of the most ob- <br />jectionable features of said Assembly Bill; and <br /> <br /> WHEREAS, it is believed that expression from local agencies may <br />assist the State Legislators in arriving at their final vote on this <br />Bill. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City Council of the <br />City of Santa Ana, California, hereby declares its strong opposition <br />to the provisions, purposes, intent and pattern of Senate Bill No. 789 <br />and to all parts of said Bill, and states as follows: <br /> <br /> 1. That the creation of new State boards to funnel money from <br /> <br /> the State General Fund is, in nearly every case, undesirable, <br /> unnecessary and a waste of the State funds so used. <br /> <br /> 2. That special interest lobbying by well-organized small <br /> groups should not result in special interest spending of <br /> large amounts of money, which, in every case, not withstanding <br /> the language expressing no control of. local libraries con- <br /> tained in this Bill, results in control of local institu- <br /> tions receiving State aid. <br /> <br /> 3.That need for State aid in the library field does not exist. <br /> <br />-1- <br /> <br /> <br />
