That any new State expenditure at this time imposed upon <br /> the top of California's already depleted State Treasury, <br /> caused by the great number of new and increased expenditures <br /> during the past few years, must be opposed by all State <br /> Legislators unless the necessity for such new tax burden is <br /> so urgent as to compel agreement among all intelligent and <br /> informed citizens and divergent groups and organizations of <br /> the State. At a time when our Governor is having ~lfficulty <br /> in finding new sources of tax revenue or new ways to increase <br /> tax income in an attempt to balance our State Budget, we must <br /> react against grants or gifts of public funds for new pur- <br /> poses which appear to be more dangerous than helpful and <br /> which, in any event, are unnecessary. <br /> <br />5.
