Bristol Street Improvements and Widening from Civic Center Drive to Washington <br />Avenue Project <br />September 17, 2024 <br />Page 3 <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, the City notified a total of 101 <br />regional vendors via PlanetBids, many of which are Santa Ana based. A total of five <br />bids were received. No bids were received from a Santa Ana contractor. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on June 28 and July 19, 2024. The project was also advertised in <br />PlanetBids from June 25 through July 24, 2024. Bids were received electronically via <br />PlanetBids on July 24, 2024. <br />A bid protest was filed by Nationwide Contracting Services, Inc. during the protest <br />period against Los Angeles Engineering, Inc. Following a thorough review, the City <br />found the protest invalid. Los Angeles <br />Engineering, Inc. submitted the lowest responsive base bid in the amount of <br />$10,579,350 (Exhibit 2). As specified in the bid documents, the lowest bid shall be <br />determined on the basis of the Base Bid. Based on the bid analysis and a contractor's <br />reference check, staff recommends awarding the construction contract with the <br />alternate bid to Los Angeles Engineering, Inc. (Exhibit 3). <br />Los Angeles Engineering, Inc. has not performed work as a prime contractor in the City <br />of Santa Ana within the last five years. However, a reference check was made with <br />other Public Agencies and good reviews were received regarding the quality of work <br />performed by the contractor on the previous projects. <br />
