Award a construction contract to Los Angeles Engineering, Inc., the lowest <br />responsible bidder, in accordance with the base bid in the amount of <br />$10,579,350 for construction of the Bristol Street Improvements and Widening <br />from Civic Center Drive to Washington Avenue Project, for a term beginning <br />September 17, 2024 and ending upon project completion, and authorize the City <br />Manager to execute the contract. <br />7. Determine that, pursuant to the California Environmental Quality Act, the <br />recommended actions are exempt from further review. EIR Number No. 89-01 <br />was filed for the Bristol Street Improvements and Widening from Civic Center <br />Drive to Washington Avenue project. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency (PWA)'s Engineering Division is responsible for managing the <br />City's roads and transportation network. Bristol Street is a part of the regionally <br />significant north -south corridor, which is designated as a major arterial highway in the <br />City's General Plan Circulation Element. Bristol Street, between Warner Avenue and <br />Memory Lane, is a long-term improvement project to be completed in several phases as <br />funding becomes available. The initial phases were completed in 2002, which included <br />improvements from St. Andrew Place to McFadden Avenue and from Elm Street to <br />Memory Lane. <br />Since then, enhancements have been made at key intersections, such as Bristol Street <br />and Warner Avenue, Bristol Street and 17t" Street, as well as segments between <br />McFadden Avenue and Civic Center Drive, and from Washington Avenue to 17t" Street. <br />The current phase will improve Bristol Street from Civic Center Drive to Washington <br />Avenue (Exhibit 1). These improvements include roadway widening from two to three <br />lanes in each direction with protected bike lanes, wider sidewalks, parkways, and a <br />raised landscape median. The project will also include sound walls adjacent to <br />residential parcels and water main improvements. <br />Once completed, these improvements will enhance the ride quality and visual <br />appearance of the Bristol Street corridor. The next phase will address the segment from <br />Warner Avenue to St. Andrew Place, further continuing the transformation of this <br />transportation route. <br />A copy of construction plans, contracts, specifications and all related reference <br />materials (such as The Greenbook) are available for public review at the City's Public <br />Works Agency, Central Files office located at City Hall. <br />
