ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street Widening Phase IIIA — Civic Center Drive to Washington Avenue <br />1.3 Project Background <br />1.3.1 Approved 1990 Final EIR/EIS <br />The City of Santa Ana General Plan designates Bristol Street as a Major Arterial IIighway traveling in a <br />north -south direction. As a result of significant growth and traffic congestion on Bristol Street, the City of <br />Santa Ana, in the late 1980s, proposed to widen Bristol Street from a four -lane roadway to a six -lane <br />arterial in accordance with adopted County of Orange and City of Santa Ana standards for a Major <br />Arterial Highway. A joint EIS/EIR was prepared and approved by the City of Santa Ana and the <br />California Department of Transportation (Caltrans) for the widening of Bristol Street in 1990. The 1990 <br />Project entailed a 3.9-mile segment of Bristol Street from Warner Avenue to Memory Lane. Due to <br />significant costs associated with construction and availability of funding, the street widening Project was <br />divided into three phases; Phase I, from Warner Avenue north to First Street; Phase 11, consisting of the <br />widening and reconstruction of the bridge which crosses Santiago Creek (northerly limits of the street <br />widening Project); and Phase III, between First Street and Memory Lane. Subsequently, and also due to <br />funding programming and availability, the Phase III segment has been further divided into two separate <br />segments: Phase IIIA, Civic Center Drive to Washington Avenue (the subject of this Addendum),; and <br />Phase IIIB Washington Avenue to 171h Street. The Bristol Street widening segments, as described above, <br />operate independently; that is, operation of one segment is not dependent on another. <br />The 1990 FEIS/EIR (SCH No. 87071509) was approved on November 19, 1990. The 1990 FEIS/EIR and <br />associated technical studies, incorporated herein by reference, documented the environmental impacts of <br />widening Bristol Street from Warner Avenue to Memory Lane in the City of Santa Ana. As stated in the <br />1990 FEISIEIR, the purpose and goals of the Bristol Street Widening Project were to: <br />1. Provide sufficient roadway capacity to accommodate current and future traffic demand. <br />2. Improve the performance and safety of the roadway for the benefit of the motoring <br />public. <br />3. To reduce current and projected future delays experienced at major intersections and to <br />design intersections to function at acceptable Levels of Service (LOS). <br />4. To design the roadway in manner conducive to the provision of public transportation, <br />namely bus service provided by the Orange County Transit District (OCTD). <br />1.3.2 Adopted Transportation Improvement Program <br />The Approved Project is fully funded and included as project number ORA125 in the regional emissions <br />analysis conducted by Southern California Association of Governments (SCAG) for the conforming 2013 <br />Federal Transportation Improvement Program (FTIP) adopted by SCAG on September 19, 2012 and <br />approved by FHWA on December 14, 2012. As provided in the FTIP, the Approved Project description <br />reads as follows: <br />BRISTOL ST (WARNER TO MEMORY LANE) WIDEN FROM 4 TO 6 LANES (IMPV AT <br />BRISTOL/WARNER (ADD NBIEBISB THRU LNS, WB RT TRN LN) AND BRISTOL/FIRST <br />(ADD NBISB THRULNS SB LFTIR TITRN L NS <br />The Phase IIIA project is a component of the Approved Project, The Phase IIIA Project's design concept <br />and scope have not changed significantly from what was analyzed in the RTIP and FTIP. This analysis <br />found that the plan and, therefore, the individual projects contained in the plan, are conforming projects, <br />and would have air quality impacts consistent with those identified in the state implementation plans <br />(SIPS) for achieving the National Ambient Air Quality Standards (NAAQS).
