ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street Widening Phase ILIA — Civic Center Drive to Washington Avenue <br />The Phase IIIA Project's open to the public year is consistent with (within the same regional emission <br />analysis period as) the construction completion date identified in the FTIP and/or RTP. The FTIP gives <br />priority to eligible Transportation Control Measures (TCMs) identified in the SIP and provides sufficient <br />funds to provide for their implementation. FHWA determined the TIP to conform to the SIP on December <br />2010, <br />The Phase IIIA Project is also included in the 2013 TIP adopted by SCAG on September 6, 2012 and <br />approved by FHWA on December 14, 2012. <br />1.4 Project Description <br />1.4.1 Bristol Street Widening Phase 111A Project Area <br />Phase IIIA of the Bristol Street Widening Project involves the widening of Bristol Street between Civic <br />Center Drive and Washington Avenue from four lanes to six lanes with a 128-foot wide right-of-way <br />cross section including a 14-foot wide raised landscaped median; three 12-foot wide through travel lanes <br />in each direction; a 7-foot wide Class II bike lane on each side of the roadway; a 6-foot wide parkway; <br />and 8-foot wide sidewalks with curb ramps for wheelchair access (pursuant to American with Disabilities <br />Act of 1990 [ADA] requirements) on both sides of the roadway. As Bristol Street approaches the <br />intersections, the landscaped center median would taper to accommodate right -turn pockets and left -turn <br />lanes in each direction. The proposed. Project also includes the addition of a westbound right -turn lane on <br />Washington Avenue at Bristol Street and removal of the eastbound through movement on Washington <br />Avenue at Bristol Street to match the existing condition. Furthermore, a cul-de-sac would be constructed <br />at 9th Street on the west side of Bristol Street. <br />Street signs and utilities including electric power lines, telephone poles, and street lighting would be <br />relocated to new locations within the Project area along Bristol Street. Street furniture, including benches <br />and bus shelters, would be provided at bus stop locations. Affected trees would be replanted. <br />During the one-year construction period (anticipated to be mid-2015 to mid-2016), one lane in each <br />direction would remain open and existing driveway accesses along Bristol Street would be retained at all <br />times. The maximum excavation depth would be three feet for roadway excavation, and approximately 10 <br />feet for utility/drainage excavation. <br />1.4.2 Property Acquisition <br />As listed in Table 1, a total of 20 properties (parcels) would be fully acquired as a result of the proposed <br />widening of Bristol Street between Civic Center Drive and Washington Avenue (refer to Figure 4 for the <br />locations of affected properties). More specifically, the proposed Project, and its associated right-of-way <br />requirements, would result in the full acquisition by the City of Santa Ana, of 17 single-family residential <br />parcels; two parcels representing commercial/utility uses; and one parcel characterized as office -type use. <br />Parcel 405-262-26 is within the project limits; however, this parcel is owned by the City. The acquisitions <br />would comply with policies pursuant to the Uniform Relocation Assistance and Real Property Acquisition <br />Policies Act of 1970 as implemented by the City of Santa Ana. The increase in right-of-way width <br />associated with the proposed Project from 120 feet, as addressed in the 1990 FEIS/EIR, to 128 feet would <br />not result in a difference in the number of properties that would be acquired as a result of the proposed <br />improvements. <br />ANA 305-011 (PER 02) CITY OF SANTA ANA (01/19I2015) YU PAGE 12 <br />
