ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street Widening Phase MA — Civic Center Drive to Washington Avenue <br />the Project would not create a physical barrier to, or separate a community. The proposed Project would <br />not introduce any significant land use impacts than previously analyzed. No significant impact would <br />result from the Project implementation. Impacts would be similar to those identified in the 1990 <br />FEIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />b.) Coti flict with any applicable land use plan, policy, or regulation of an agency with jurisdiction <br />over the project (including, but not limited to the general plan, specific plan, local coastal <br />program, or zoning ordinance) adopted for the purpose of avoiding or mitigating an <br />environmental effect? <br />According to the City of Santa Ana's General Plan, the Project area is designated General Commercial <br />(GC). The zoning designation of properties within the Project area is Specific Plan (SP1) which allows for <br />a variety of land uses such as commercial, office, residential and open space as provided in the approved <br />Specific Plan document. The proposed Project would not result in changes to the laird use designation of <br />the acquired parcels. The proposed Project is in compliance with the existing designation and would not <br />create a new conflict. No significant impact is anticipated. Impacts would be similar to those identified in <br />the 1990 FEIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />c.) Conflict with any applicable habitat conservation plan or natural community conservation plan? <br />The Project site is not a part of any habitat conservation plan, and is located within a highly urbanized <br />area within the City of Santa Ana. The proposed widening would not conflict with any habitat <br />conservation plan or natural community. No impact is anticipated. Impacts would be similar to those <br />identified in the 1990 FEIS/EIR. <br />Mitigation Measures <br />No new additional mitigation mcasures are required. <br />3.11 Mineral Resources <br />This section corresponds with Section IV - Environmental Consequences and Mitigation Measures, <br />Subsection W - Consumption of Renewable and Non -Renewable Resources of the 1990 FEIS/EIR. <br />a.) Result in the loss of availability of a known mineral resource that would be of value to the region <br />and the residents of the state? <br />The Project site is currently developed and does not contain any areas that are utilized for the extraction <br />of mineral resources. Furthermore, the proposed Project would not involve excavation that would likely <br />identify previously unidentified mineral resources. No impact to mineral resources would result from the <br />proposed Project.
