ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street Widening Phase 111A — Civic Center Drive to Washington Avenue <br />The proposed Project involves the widening of Bristol Street between Civic Center Drive and Washington <br />Avenue, within a highly urbanized and built out area. The proposed Project is designed to accommodate <br />the existing and future traffic volume and would not create significant numbers of new trips. The roadway <br />segments and intersections within the Project area function at acceptable levels of service and, as such, <br />are not expected to be significantly impacted to an unacceptable level of service by any additional traffic <br />generated from the proposed Project. The proposed widening would not result in additional impact. <br />Impacts would be similar to those identified in the 1990 FEIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />b.) Displace substantial numbers of misting housing, necessitating the construction of replacement <br />Housing elsewhere? <br />A Relocation Impact Study Technical Memorandum was prepared by POWER Engineers, Inc. (2015) to <br />identify potential impacts on residential and non-residential occupants as a result of the proposed Project. <br />The parcels identified for acquisition are defined as distinct locations where residential and non- <br />residential displacement could occur along the Project alignment. A total of 20 parcels (see Table 1) <br />would be fully acquired as a result of the proposed widening of Bristol Street between Civic Center Drive <br />and Washington Avenue (refer to Figure 4 for the locations of affected properties). More specifically, the <br />proposed Project, and its associated right-of-way requirements, would result in the full acquisition by the <br />City of Santa Ana, of 17 single-family residential parcels; two parcels representing commercial/utility <br />uses; and one parcel characterized as office -type use. Parcel 405-262-26 is within the project limits; <br />however, this parcel is owned by the City. Based on the Relocation Impact Study Technical <br />Memorandum (POWER Engineers, Inc. 2015), comparable relocation properties appear to be available in <br />the metropolitan Santa Ana area in sufficient quantity, the need to provide replacement housing would not <br />be triggered as a result of implementing the proposed Project. Impacts would be similar to those identified <br />in the 1990 FFIS/EIR. <br />Project -related acquisitions would comply with policies pursuant to the Uniform Relocation Assistance <br />and Real Property Acquisition Policies Act of 1970 as implemented by the City of Santa Ana. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />c.) Displace substantial numbers of people, necessitating the construction of replacement housing <br />elsewhere? <br />Refer to response 3.13 (b.), above. Prior to displacement, residential and non-residential displacees would <br />be presented with information regarding comparable replacement properties that are available within the <br />last six months for rent, lease, or purchase regardless of race, color, religion, sex or national origin, and <br />would be consistent with the requirements of Title VI of the Civil Rights Act of 1968.
