ENVIRONMENTAL IMPACT REPORTADDENDUM <br />Bristol Street Widening Phase ILIA — Civic Center Drive to Washington Avenue <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />g.) Comply with federal, state, and local statutes and regulations related to solid waste? <br />The proposed Project would comply with all applicable federal, state, and local statutes and regulations <br />related to solid waste. The Project would comply with the City of Santa Ana's established reduction, <br />reuse, and recycling programs. No new significant solid waste impact would result from the proposed <br />Project. Impacts would be similar to those identified in the 1990 FEISIEIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />3.18 Mandatory Findings of Significance <br />Based on this Addendum, the proposed Project has not substantially changed in regard to the setting, <br />design, impacts, and mitigation measures as described in the 1990 FEISIEIR. New circumstances or new <br />information, including any new or revised environmental laws, regulations, or policies have not modified <br />the impacts of the proposed Project. <br />a.) Does the project have the potential to degrade the quality of the environment, substantially <br />reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below <br />self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or <br />restrict the range of a rare or endangered plant or animal or eliminate important examples of the <br />major periods of California history or prehistory? <br />The proposed Project would not result in impacts beyond those identified in the 1990 Final EIS/EIR in <br />this regard, and does not have the potential to degrade the environment, reduce the habitat of a fish or <br />wildlife species, threaten plant or animal communities, reduce or restrict endangered plant or animal <br />species or eliminate important examples of major periods of California history or prehistory. <br />b.) Does the project have impacts that are individually limited, but cumulatively considerable? <br />("Cumulatively considerable" means that the incremental effects of a project are considerable <br />when viewed in connection with the effects of past projects, the effects of other current projects, <br />and the effects of probable future projects)? <br />Given the nature and scope of the proposed Project, and in consideration of mitigation measures that are <br />included in the 1990 FEISIEIR, the Project would not involve impacts that are cumulatively considerable. <br />c.) Does the project have environmental effects which will cause substantial adverse effects on <br />human beings, either directly or indirectly? <br />Construction -related activities are anticipated to have some relatively minor, temporary impacts which <br />can be mitigated with implementation of measures included in the 1990 FEISIEIR.
