A growing number <br />of portable computer users will benefit from this wireless communication <br />service because it provides convenient access to wired networks through <br />telephone lines which is not always readily available. <br />The wireless service is transmitted by a series of radio cells installed on <br />Southern California Edison (SCE) and city -owned street lights. Metricom has <br />already executed an agreement with SCE to use their street lights. The <br />proposed franchise agreement will allow Metricom to install radio cells on <br />City owned street lights that can accommodate the radio cells. No radio cells <br />will be installed on decorative street lighting poles. The franchise is for <br />a term of three years, unless it is terminated earlier by the City in <br />accordance with provisions of the franchise agreement. <br />Before granting a franchise, the City Council must first adopt a resolution <br />declaring its intention to grant the franchise, state the name of the <br />proposed grantee, the character of the franchise and the terms and conditions <br />upon which it is proposed to be granted.
