Adherence to Federal State and Local Laws and Re ulations <br />(1) General, The SUBRECIPIENT agrees to comply <br />with <br />applicable cross -cutting Federal, State, and Local requirements. all requirements of the ESG program and <br />(2) Economic Opportunities for Low- and Very Low-income Persons. The SUBRECIPIENT shall <br />ensure that employment and other economic opportunities generated by the Program shall, to fire greatest <br />oxtent feasible, be directed to low- and very .low-income persons, particularly those who are recipients greatest <br />government assistance for housing. Section 3 of the Housing and Urban Development Act of I968, 12 <br />U.S.C. 1701 u, and regulations at 24 CFR part 1.35 apply, except that homeless individuals h <br />over other Section 3 residents in accordance with § 576.405(c). ave priority <br />(3) Civil Rights.
