(AGA) is pleased to present to you this Letter Proposal in response to your email <br />dated August 10, 2023, to provide additional services to augment the 2023 Citywide Engineering <br />and Traffic Survey (E&TS). <br />The AGA Team will be headed by Mr. Ruben Perales, Vice President, who will serve as Project <br />Manager and Engineer of Record and will be the City's main contact for the project. Mr. Perales has <br />conducted EUS projects for the Cities of Seal Beach, Gardena, Burbank, Garden Grove, Laguna <br />Niguel, Redondo Beach, Huntington Beach, and Santa Ana. <br />Our proposed scope of services will involve the following: <br />♦ Conduct a Kick-off Meeting with City staff prior to beginning the project. <br />♦ Conduct a minimum of 100 radar speed observations, with a minimum of 50 observations <br />for each direction of travel, under free flow traffic conditions at six (6) roadway segments <br />along Santa Ana Boulevard between Raitt Street and Grand Avenue. Construction is <br />currently ongoing along Santa Ana Boulevard for the OC Streetcar. The City will advise when <br />construction activities are completed and traffic has adjusted. <br />♦ Review all the Santa Ana Boulevard roadway segments for unique roadway characteristics <br />not readily apparent to motorists which would justify decreasing the 851" percentile speed <br />survey data to the maximum reduction permitted under the State established guidelines. <br />This review will be conducted by a registered Traffic Engineer in the State of California. <br />♦ Identify midblock roadway accidents for the Santa Ana Boulevard survey segments. <br />Midblock roadway accidents are defined as accidents occurring outside of a 150' radius of a <br />signalized intersections within the survey segments. <br />♦ Calculate the respective accident rates based on the 24-hour bi-directional traffic counts and <br />compare them to the published State average expected accident rates.
