The <br />2020 published average expected accident rates are as follows: <br />Roadway Type <br />Average Expected <br />Accident Rate <br />Conventional 2 lanes or less (< 45 mph) <br />1.07 <br />Conventional 2 lanes or less (> 45 mph) <br />0.61 <br />Undivided 4 lanes (<45 mph) <br />0.66 <br />Undivided 4 lanes (�! 45 mph) <br />0.77 <br />Divided 4 lanes (< 45 mph) <br />0.64 <br />Divided 4 lanes (> 45 mph) <br />0.93 <br />Divided 5 lanes or more (< 45 mph) <br />0.75 <br />Divided 5 lanes or more(> 4S mph) <br />0.87 <br />♦ Revise the tabular summary of the accident analysis data (E&TS Report Table 1) to include <br />the data for Santa Ana Boulevard identifying the segments with high accident rates (defined <br />as having an accident rate at least 1.5 times above the State average rate). <br />♦ Present the Santa Ana Boulevard speed survey data in the City -approved template listing the <br />posted speed, 151" percentile speed, 501" (median) percentile speed, 85th percentile speed, <br />10 mph pace speed, range of all speeds surveyed, and recommended speed limit. <br />♦ Revise the Segment Spot Speed Summary (E&TS Report Table 2) to include the radar survey <br />data for the Santa Ana Boulevard segments. <br />♦ Prepare an addendum to the E&TS Report detailing the results for the Santa Ana Boulevard <br />segments for City review and comment. The report will follow the same guidelines for the <br />recently completed EMS in accordance with the requirements of Sections 627, 40802(b), <br />22357 and 22358 of the California Vehicle Code, CA MUTCD and AB 43. The finalized <br />addendum will be part of the legal document to formally adopt or change speed limits at the <br />surveyed locations. <br />♦ The recently adopted Assembly Bill No. 43 (AB 43) amended and added sections to the CVC <br />and the latest revision of the CA MUTCD related to traffic safety and speed limits. The following <br />are key highlights: <br />• Allows prima facie speed limit of 25 mph on State highways located in any business <br />or residential district. <br />• Authorizes Caltrans and a local authority to declare a speed of 20 or 15 mph on State <br />highways. <br />• Authorizes a lower speed limit on a section of highway contiguous to a business <br />activity district.
