Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />October 1, 2024 <br />TOPIC: Security, Access Control, and Intercom System Maintenance Agreement <br />AGENDA TITLE <br />Agreement with BlueViolet for Security, Access Control, and Intercom Maintenance <br />(Non-General and General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with BlueViolet to maintain <br />existing security, access control, and intercom systems for a three-year period <br />beginning October 1, 2024 through September 30, 2027, with one, two-year renewal <br />option, in an amount to exceed $208,195 (Agreement No. A-2024-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency’s Parks, Fleet and Facilities Division is responsible for <br />building maintenance, custodial maintenance, and oversight of security and access <br />systems in City facilities. Throughout the years, security access of City Hall, Ross <br />Annex, and the Corporate Yard has been enhanced to ensure the safety and security of <br />City personnel and property as it aligns with the City’s Policies and Procedures: City <br />Hall Security. The existing card reader system consists of AMAG hardware which <br />interfaces with AMAG Symmetry software. AMAG Symmetry hardware and software are <br />products that integrates with our operational systems. With the upcoming Main Library <br />and Newhope Library renovations, staff plans to augment security measures by <br />programming access control panels, card readers, and duress buttons with AMAG <br />hardware. These security systems and related devices require routine preventative <br />maintenance, monitoring, and repairs to ensure continuous, reliable, and uninterrupted <br />operations of the AMAG system. Costs include yearly AMAG Symmetry software, alarm <br />monitoring, duress monitoring, as-needed maintenance and repair, and one-time fees <br />for the commissioning and programming of the new Main Library and the Newhope <br />Library. The Main Library is estimated to open April 2026 and the Newhope Library is <br />estimated to open January 2026. <br />Santa Ana Ordinance No. NS-3041 authorizes the City to purchase against contracts <br />from any public agency employing a competitive bid process.
