Traffic Signal Installation at Segerstrom Avenue and Spruce Street <br />October 1, 2024 <br />Page 2 <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency (PWA)'s Engineering Services is responsible for the <br />administration and oversight of all Capital Improvement Projects. PWA received <br />$675,000 in General Fund dollars for traffic safety improvements at the intersection of <br />Segerstrom Avenue and Spruce Street. <br />This traffic safety project will install a new traffic signal at the intersection of Segerstrom <br />Avenue and Spruce Street (Exhibit 1) to enhance safety and increase mobility for those <br />crossing at the intersection. The improvements will provide protected vehicular and <br />pedestrian movements to help eliminate conflicting movements and improve traffic flow <br />for motorists and pedestrians when traversing the intersection. Additionally, high <br />visibility crosswalks with audible pedestrian signals will be installed to enhance visibility <br />of crossing pedestrians and bicyclists at the intersection. The scope of work includes <br />installation of the new traffic signal poles, conduit, wiring, fiber optic cable, video <br />detection system, and signage and striping. <br />Staff requests City Council approval for the reallocation of $132,134 in unspent <br />Transportation System Improvement Area E funds needed to complete the total project <br />funding requirement. Upon approval of the requested reallocation of funds, the total <br />funds available for construction will be $803,348, which is composed of $671,214 in <br />General Fund and $132,134 in Transportation System Improvement Area E funds. <br />A copy of construction plans, contracts, specifications and all related reference <br />materials (such as The Greenbook) are available for public review at the City's Public <br />Works Agency, Central Files office located in City Hall. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, the City notified a total of 35 <br />regional vendors via PlanetBids, many of which are Santa Ana based. A total of four <br />bids were received. No bids were received from any Santa Ana contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on June 26, 2024 and June 28, 2024. The project was also advertised in <br />PlanetBids on June 25, 2024. Bids were received electronically via PlanetBids and <br />opened on July 17, 2024. Bids are valid until November 6, 2024. No bid protest was <br />submitted by any of the bidders during the bid protest period. <br />
