Kraemer Boulevard/ Glassell Street/ Grand Avenue Corridor Regional Traffic Signal <br />Synchronization Project <br />October 15, 2024 <br />Page 2 <br />4 <br />6 <br />0 <br />0 <br />improvements along the corridor, reducing congestion and enhancing traffic flow along <br />the corridor. The corridor extends 15 miles from Lambert Road in the City of Brea <br />through the cities of Placentia, Anaheim, Orange, and Caltrans to Dyer Road in Santa <br />Ana (Exhibit 2). The corridor is designated as part of a Priority Corridor Network by the <br />OCTA Traffic Signal Synchronization Master Plan. Additionally, this corridor stretches <br />from the northern county limits to the center of Orange County, encompassing a wide <br />range of land uses and traffic patterns. Moreover, the corridor experiences high morning <br />and evening traffic volumes and will benefit from a well-synchronized traffic signal <br />network to reduce motorist travel time, stops, and delays. <br />On May 13, 2024, the OCTA Board of Directors approved awarding the City of Santa <br />Ana $4,568,526 for the Traffic Signal Synchronization Project, with the requirement that <br />the City and partnering agencies provide matching funds of 20% for the project in the <br />amount of $1,142,132 (Exhibit 3) of which the City of Santa Ana’s share is $381,280. <br />Additionally, the City of Santa Ana will act as lead agency for the project and, through a <br />future cooperative agreement with the partnering agencies, will identify the roles and <br />responsibilities of each participating agency. The cooperative agreement and future <br />construction contract will be brought to the City Council for further approval at a later <br />date. <br />Staff recommends adding the awarded grant funds to the Traffic Signal Synchronization <br />Project for the Design Engineering and Construction Phases and amending the Fiscal <br />Year 2024-25 Capital Improvement Program to include the awarded grant funds (Exhibit <br />4). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with the action. <br /> <br />FISCAL IMPACT <br />Approval of the requested appropriation adjustment will recognize $4,568,526 Fiscal <br />Year 2024-25 Measure M2 grant funds into the Public Works Measure M-Street <br />Construction, M2 Competitive revenue account (No. 03217002-52332) and appropriate <br />the same amount into the Public Works Measure M2 Competitive Street, Improvements <br />Other Than Building expenditure account (No. 03217663-66220). Staff will present a <br />separate cooperative agreement and construction contract identifying total costs for City <br />Council consideration in the future. <br />The following table summarizes the funds budgeted and available in current FY 2024-25 <br />for design engineering and construction expenditures after the appropriation <br />adjustment. Any unspent budget in FY 2024-25 will be included in future-year carry- <br />forwards for City Council consideration.
