C-3-3087 <br /> 2 BETWEEN <br /> 3 ORANGE COUNTY TRANSPORTATION AUTHORITY <br /> 4 N0V 0 4 2024 AND <br /> 5 0; p �3� CITY OF SANTA ANA <br /> 6 (Tsod (k FOR <br /> 7 MCFADDEN AVENUE TRANSIT SIGNAL PRIORITY PILOT <br /> 8 THIS COOPERATIVE AGREEMENT(Agreement)is effective this_day of 2024 <br /> 9 ("Effective Date"), by and between the Orange County Transportation Authority, 550 South Main Street, <br /> 10 P.O. Box 14184, Orange California 92863-1584, a public corporation of the State of California (herein <br /> 11 referred to as "AUTHORITY") and the City of Santa Ana, 20 Civic Center Plaza, Santa Ana, California <br /> 12 92702, a municipal corporation duly organized and existing under the constitution and laws of the State <br /> 13 of California (herein referred to as"CITY"), each individually known as"PARTY", and collectively referred <br /> 14 to as "PARTIES". <br /> RECITALS: <br /> 15 <br /> 16 WHEREAS, AUTHORITY and CITY desire to enter into a Cooperative Agreement to define the <br /> 17 roles and responsibilities related to funding between AUTHORITY and CITY for final design and <br /> 18 construction of the McFadden Avenue Transit Signal Priority Pilot Project as defined in the scope of work <br /> 19 provided in Exhibit A, herein incorporated by reference; (hereinafter referred to as "PROJECT"); and <br /> 20 WHEREAS, the PROJECT is funded with Regional Early Action Planning Grant Program of 2021 <br /> 21 (hereinafter referred to as"REAP 2.0")funds; and <br /> 22 WHEREAS, REAP 2.0 is a program that seeks to accelerate progress towards state housing <br /> 23 goals and climate commitments through a strengthened partnership between the state, its regions, and <br /> 24 local entities. REAP 2.0 seeks to accelerate infill housing development, reduce Vehicle Miles Traveled, <br /> 25 increase housing supply at all affordability levels, affirmatively further fair housing, and facilitate the <br /> 26 implementation of adopted regional and local plans to achieve these goals; and <br /> Page 1 of 12 <br />
