Ascent peer reviewed the Notice of Preparation and facilitated a scoping meeting on behalf of the City to <br />solicit input from the public on the scope of the Supplemental EIR. <br />Metro East Mixed -Use Overlay Zone Amendment/Elan Development Supplemental EIR <br />City of Santa Ana <br />Chad led the preparation of a Supplemental EIR for the proposed expansion of the Metro East Mixed -Use <br />Overlay Zone boundaries by an additional approximately 33 acres and modification to some of the <br />development standards and districts, and concurrently processed an approximately 600-unit mixed -use <br />development project with ground -floor commercial uses at the 1st Street gateway to Santa Ana. The <br />project also included an amendment to the existing General Plan and an amendment to the existing <br />Zoning Code. Significant issues included traffic, air quality, health risk, cultural resources, and noise. <br />Patata Street Industrial Development EIR Peer Review <br />City of South Gate <br />Ascent was retained to conduct a peer review of the Draft EIR and technical studies for an industrial <br />warehouse/distribution project in South Gate immediately adjacent to Cudahy. Peer review by Chad, as <br />well as by Ascent's technical specialists, involved a thorough review of all EIR sections and technical <br />reports accompanying the EIR sections, with an emphasized focus on air quality, GHG emissions, and <br />noise. Ascent's peer review also involved consideration of public agency comments and ensuring they <br />were adequately addressed in the EIR. Following the peer review, the City retained Ascent to update <br />several technical studies and prepare either a Final EIR or a Recirculated Draft EIR. The studies are <br />currently in progress and will determine the appropriate path forward. <br />Hoag Hospital Expansion Project IS/MND Peer Review <br />City of Irvine <br />Chad led the peer review of the Initial Study/Mitigated Negative Declaration (IS/MND) and technical <br />studies for the proposed expansion of the Hoag Hospital campus in Irvine on behalf of the City to ensure <br />appropriate methodologies were followed and conclusions were well substantiated in accordance with <br />CEQA. The project consisted of over 630,000 square feet of new hospital facilities to serve approximately <br />380 beds, an approximately 260,000-square-foot outpatient services facility, an approximately 115,000- <br />square-foot medical office building, a central plant, an auditorium, and two new parking structures to <br />accommodate over 2,200 parking spaces. At project buildout, the proposal would exceed the previous <br />entitlement for the project site by approximately 500,000 square feet. <br />Concordia University EIR Peer Review <br />City of Irvine <br />Chad provided CEQA peer review and advisory services on behalf of the City, which was processing the <br />entitlements for Concordia University's Master Plan amendments. The EIR was prepared by Concordia's <br />consultant team, and Chad's team worked with the City to ensure that the EIR was adequate pursuant to <br />CEQA. The project involved development over four phases, including demolition of seven buildings <br />(approximately 71,000 square feet), construction of up to approximately 150,000 sf of institutional <br />buildings, a new residence hall (74 units/292 beds), relocation and improvements to athletic fields, new <br />and reconfigured parking and internal roadways, and other common area improvements. <br />CITY OF SANTA ANA 11 CEQA CLASS 32 EXEMPTION PEER REVIEW FOR THE EXTRA SPACE STORAGE AT FOURTH STREET <br />
