Human Resources Department <br />www.santa-ana.org/human-resources <br />Item # 24 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 19, 2024 <br />TOPIC: Classification and Compensation Resolution for Santa Ana Management <br />Association <br />AGENDA TITLE <br />Adopt a Resolution to Effect Certain Changes to the City’s Basic Classification and <br />Compensation Plan and Update the Salary Schedule for Santa Ana Management <br />Association (SAMA) <br />RECOMMENDED ACTION <br />Adopt a resolution to effect certain changes to the City’s basic classification and <br />compensation plan and to update the salary schedule for SAMA as requested by <br />CalPERS, and in compliance with CalPERS California Code of Regulations section <br />570.5. <br />RESOLUTION NO. 2024-XXX entitled A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA TO EFFECT CERTAIN CHANGES TO THE CITY’S <br />CLASSIFICATION AND COMPENSATION PLAN <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The City Council regularly amends the City’s classification and compensation plan for <br />all full-time and part-time classifications of officers and employees of the City. <br />The full-time Homeless Services Division Manager (MM) position was recently <br />vacated due to retirement and to enhance recruitment efforts, staff has determined <br />that a compensation increase would make the position more competitive for <br />recruitment. Additionally, certain clean-up issues were identified regarding the SAMA <br />salary schedule for FY 2023-24. Specifically, the pay rates for the Code Enforcement <br />Principal (AM) and Permit Services Principal (AM) classifications effective July 14, <br />2023 were not listed correctly on the SAMA salary schedule approved by the City <br />Council for CalPERS compliance purposes. The compensation and benefits of <br />employees in those classifications were not affected as the City’s payroll system <br />accurately reflected the appropriate rates. These clean-up issues are also being <br />addressed as part of this resolution.
