CITY OF SANTA ANA <br />EXHIBIT I <br />SCOPE OF SERVICES <br />Consultant shall perform services as set forth below. <br />A.General Requirements <br />1.Administer an eviction prevention program utilizing $730,046 (includes 10% administrative <br />allowance) in Emergency Rental Assistance 2 (ERA2) funds from the U.S. Department of the <br />Treasury. <br />a.The ERA2 funds, authorized by the American Rescue Plan Act of 2021, aim to assist <br />eligible households with financial assistance, provide housing stability services, and cover <br />costs for affordable rental housing and eviction prevention activities. <br />2.Administer and distribute temporary housing subsidies to assist income-qualified tenants in <br />paying delinquent rent. <br />a.Housing subsidies shall only be provided to residents living in Santa Ana. <br />b.Subsidies are used to cover past-due rent to prevent eviction. <br />3.Provide financial assistance in the form of direct payments to landlords on behalf of tenants. <br />a.Proposers must have the financial capacity to manage and expend $730,046 (including a <br />10% administrative allowance) in ERA2 funds efficiently and within the stipulated <br />timeframe. <br />b.Proposers must have the financial capability to disburse assistance payments to residents <br />for at least a month using their own funds. After making payments, Proposers will then <br />submit an invoice to the City for reimbursement. This process is preferred, as the City may <br />require up to 45 days to process and disburse funds after receiving an invoice. <br />4.Ensure all applicants meet the income-qualifying criteria for the program. This includes verifying <br />that households fall within the income limits set forth by the ERA2 guidelines. <br />5.Collect and evaluate data to monitor the effectiveness of the program. <br />a.Develop and implement a data collection process to track the impact of the Eviction <br />Prevention Program. <br />b.Use collected data to evaluate the program's effectiveness and make adjustments as <br />needed. <br />c.Deliverables include: <br />i.Montly progress reports detailing the number of households assisted, total funds <br />disbursed, and program outcomes. <br />ii.A final comprehensive report summarizing program achievements, challenges, <br />and recommendations for future programs. <br />B.Legal Requirements and Compliance <br />1.Ensure confidentiality and protection of all personal tenant data. <br />City of Santa Ana RFP No. 24-090A Page 17 of 51 <br />EXHIBIT 1
