Agreement with RSG, Inc. for Contract Staffing to Support the Rent <br />Stabilization and Just Cause Eviction Program (Non-General Fund) <br /> <br />Department(s): Community Development Agency <br /> <br />Recommended Action: Authorize the City Manager to execute Agreement with <br />RSG, Inc. to provide contract staffing for the Rent Stabilization and Just Cause <br />Eviction Program for a two-year term, with provisions for up to two, one-year <br />extensions, in a total amount not to exceed $800,000 (Agreement No. A-2024- <br />149). <br /> <br />MINUTES: Mayor Amezcua asked for clarification regarding staffing and the use <br />of inclusionary funds. <br /> <br />Community Development Executive Director Mike Garcia spoke regarding staffing <br />and personnel, and use of the inclusionary funds. <br /> <br />Councilmember Bacerra expressed concern regarding targeting property owners <br />and the lack of funds and spoke in opposition to the item. <br /> <br />Mayor Pro Tem Phan spoke in support of the item. <br /> <br />Discussion ensued regarding staffing and personal, costs of consultants, and the <br />rent stabilization program. <br /> <br />
