Determine the recommended actions are exempt from further review in accordance <br />with the California Environmental Quality Act as Categorical Exemption <br />Environmental Review No. ER-2024-103 was filed for this project. <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency (PWA)’s Parks, Fleet, and Facilities Division oversees <br />Angels, Centennial, and Delhi Parks, which operate as multifunctional open spaces for <br />local sports and citywide events. Together, these parks encompass more than 80 acres, <br />providing leisure, recreation, and entertainment opportunities for residents and visitors. <br />In collaboration with the Parks, Recreation, and Community Services Agency (PRCSA) <br />staff, PWA staff evaluated the lighting in these parks identifying a need for <br />improvements supporting evening activities while enhancing the safety of the parks’ <br />patrons. As a result, staff recommends installing Musco Sports Lighting, LLC luminaires <br />and modifying existing light poles to accommodate new aerial lighting. The upgrade will <br />significantly improve visibility during nighttime field operations and enhance illumination <br />along pathways for residents and visitors. The proposed work also includes replacing <br />existing lights with energy-efficient Musco LED fixtures, which come with a 25-year <br />warranty, thereby reducing long-term maintenance costs. Additionally, the new lighting <br />will offer better directional capabilities, minimizing light pollution for nearby resident <br />homes. <br />Request for Proposals (RFP) No. 24-106A was issued on September 10, 2024 on the <br />City’s online bid management and publication system. A summary of vendor <br />participation and results is as follows: <br />128 Vendors Notified <br />9 Santa Ana Vendors Notified <br />51 Vendors Downloaded the RFP Packet <br />2 Proposals Received <br />0 Proposals Received from Santa Ana Vendors <br />Proposals were solicited, opened on October 1, 2024, and evaluated. Two proposals <br />were submitted by the RFP deadline and both were determined to be responsive to the <br />specifications and met the City’s requirements. An evaluation committee reviewed and <br />rated the proposals according to the criteria listed in the RFP. <br />Based on the criteria outlined in the RFP, the following summarizes the responding <br />firms and their rankings:
