The selected proposal demonstrated a <br />strong understanding of the project’s needs, provided the best, most responsive <br />proposal, understood the project goals, described ample experience working with <br />municipalities (including the City of Santa Ana), and provided the most reasonable and <br />competitive pricing for their respective categories. <br />ENVIRONMENTAL IMPACT <br />Pursuant to the California Environment Quality Act (CEQA), the recommended actions <br />are exempt from further review in accordance with the California Environmental Quality <br />Act as Categorical Exemption Environmental Review No. ER-2024-103 was filed for this <br />project. <br />FISCAL IMPACT <br />With the approval of the requested appropriation adjustments, a portion of the <br />accumulated fund balances will be appropriated for spending in the Residential <br />Development Districts, Improvements Other Than Buildings account (Exhibit 2). The <br />spendable portion of the Residential Development District 2 fund balance is estimated <br />to be $3,523,055 as of June 30, 2025; the spendable portion of the Residential <br />Development District 3 fund balance is estimated to be $257,968 as of June 30, 2025; <br />and the spendable portion of the Residential Development District 4 fund balance is <br />estimated to be $76,230 as of June 30, 2025. The available fund balance is sufficient to <br />support the recommended appropriation adjustments of $187,665, $82,085, and <br />$29,066, respectively.
