Transportation <br />HUD's Job Proximity Index, shown in Table 9, can be used to show transportation needs <br />geographically. Block groups with lower jobs proximity indices are located further from <br />employment opportunities and have a higher need for transportation. Availability of efficient, <br />affordable transportation can be used to measure fair housing and access to opportunities. SCAG <br />developed a mapping tool for High Quality Transit Areas (HQTA) as part of the Connect SoCal <br />2020-2045 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS). SCAG <br />defines HQTAs as areas within one-half mile from a major transit stop and a high -quality transit <br />corridor. This section also utilizes All Transit metrics to identify transportation opportunities in <br />Orange County and Santa Ana. <br />Regional Trend <br />All Transit explores metrics that reveal the social and economic impact of transit, specifically <br />looking at connectivity, access to jobs, and frequency of service. Orange County's All Transit <br />Performance score is 4.2, compared to the cities of Orange (5.1), Garden Grove (5.5), Anaheim <br />(4.9) Tustin (4.8), and Costa Mesa (5.4). Orange County All Transit metrics are shown in Figure <br />50. The County's All Transit score indicates a low combination of trips per week and number of <br />jobs accessible, enabling few people to take transit to work. Central county areas, from central <br />to western Santa Ana, Garden Grove, Westminster, Stanton, and parts of Huntington Beach have <br />the lowest jobs proximity index scores. <br />
