Santa Ana received an All Transit <br />Performance Score of 6.6, indicating a moderate combination of trips per week and number of <br />jobs accessible by transit. Santa Ana's score is higher than the county as a whole and is or near <br />the highest in the county. Additionally, <br />nearly all of Santa Ana, with a few exceptions, is considered an HQTA (Figure 51). <br />AB2011 Sites Inventory <br />All sites are in areas with access to high quality transit. The General Plan uses HQTA principles <br />to guide policies that will lead to a more sustainable urban growth. The West Santa Ana Boulevard <br />Focus Area parallels the OC Streetcar route, Orange County's first modern streetcar that will run <br />4.15 miles and connect to the regional train network by way of the Santa Ana Regional <br />Transportation Center, offering multi -modal mobility options and residential development <br />opportunities along the streetcar stations. Many, if not all of the sites in the City center will be <br />serviced by this new mode of transportation offered for residents. <br />Exempt Sites <br />The exempt sites designated by the City are primarily located along the west and east sides of <br />17th Street and Tustin Avenue to the east. These areas are generally outside of the City's Focus <br />Areas and not targeted for redevelopment under the General Plan. Similar to the Alternative sites, <br />the exempt sites are also well serviced by public transit. However, the location of the exempt sites <br />
