<br /> <br /> IBSGP Appendix | February 2021 Page E-1 <br />Program Appendix E: <br />Intercity Bus Security Grant Program (IBSGP) <br /> <br />As a reminder, while this appendix contains IBSGP-specific information and requirements, the main <br />content of this Manual (non-appendix information) contains important information relevant to all <br />preparedness grant programs, including the IBSGP. Please be sure to read the main content of this Manual <br />in addition to the program-specific appendices. <br /> <br />IBSGP grant recipients may only use IBSGP grant funds for the purpose set forth in the Notice of <br />Funding Opportunity (NOFO), and all investments must be consistent with the statutory authority for the <br />award. Grant funds may not be used for matching funds for other federal awards, lobbying, or <br />intervention in federal regulatory or adjudicatory proceedings. In addition, federal funds may not be used <br />to sue the Federal Government or any other government entity. <br /> <br />IBSGP Funding Guidelines <br />Costs charged to an IBSGP award must be consistent with the Uniform Administrative Requirements, <br />Cost Principles, and Audit Requirements for Federal Awards, located at 2 C.F.R. Part 200. For more <br />information on 2 C.F.R. Part 200, please see Information Bulletin (IB) 400 regarding FEMA’s <br />implementation of these provisions prior to the recent 2020 revisions. For information on the recent <br />revisions to these regulations, see 2 CFR Grants Management Policy Updates | FEMA.gov and <br />www.performance.gov/CAP/grants/. <br /> <br /> <br />IBSGP Priorities <br />See the annual IBSGP NOFO. <br /> <br />Pre-Award Costs <br />Pre-award costs are not allowable and will not be approved, with the exception of costs resulting from <br />pre-award grant writing services provided by an independent contractor that shall not exceed $1,500. See <br />the IBSGP NOFO for more information. <br /> <br />Allowable Direct Costs <br />Specific investments made in support of the funding priorities discussed in the annual IBSGP NOFO <br />generally fall into one of the following six allowable expense categories: <br /> <br />1. Planning <br />2. Operational Activities <br />3. Equipment and Capital Projects <br />4. Training and Awareness Campaigns <br />5. Exercises <br />6. Management and Administration <br /> <br />The following provides guidance on allowable costs within each of these areas. <br />
