<br /> <br /> IBSGP Appendix | February 2021 Page E-2 <br />Planning <br />Planning activities should address the Soft Targets/Crowded Places; Cybersecurity; Emergent Threats; <br />and Planning Priorities. <br /> <br />IBSGP funds may be used for the following types of planning activities: <br /> <br />• Development and enhancement of system-wide security risk management plans, to include cyber <br />• Development or further strengthening of continuity of operations plans, response plans, station <br />action plans, risk assessments, and asset-specific remediation plans <br />• Development or further strengthening of security assessments, including multi-agency and multi- <br />jurisdictional partnerships and conferences to facilitate planning activities <br />• Hiring of full- or part-time staff and contractors or consultants to assist with planning activities <br />only to the extent that such expenses are for the allowable activities within the scope of the grant <br />(not for the purpose of hiring public safety personnel); hiring of contractors/consultants must <br />follow the applicable federal procurement requirements at 2 C.F.R. §§ 200.317-200.327. <br />• Materials required to conduct planning activities <br />• Other project planning activities with prior approval from FEMA <br /> <br />Operational Activities <br />Operational Activities should address the Soft Targets/Crowded Places; and Emergent Threat Priorities. <br /> <br />FEMA encourages applicants to develop innovative operational approaches to enhance the security of <br />transportation systems. Examples include: <br /> <br />• Establishing or improving emergency communication systems linking drivers and over-the-road <br />buses to company operation centers, law enforcement agencies or emergency response personnel <br />• Acquiring and installing equipment or systems that collect, store or exchange passenger and/or <br />driver information with established government databases for security purposes <br />• Implementing and operating established methodologies for screening passengers, their carry-on <br />baggage, and/or their checked baggage, for weapons and/or explosives <br /> <br />Equipment and Capital Projects <br />Equipment and Capital Projects should address the Soft Targets/Crowded Places; Cybersecurity; <br />Emergent Threats; and Equipment/Capital Projects Priorities. <br /> <br />Equipment – Vehicle/Driver Security Enhancements <br />Vehicle Security Enhancements focus on vehicle disabling and anti-theft devices, real-time bus inventory <br />and inventory control, tracking, monitoring, and locating technologies. Driver security enhancements <br />focus on protection for the bus driver to prevent would-be terrorists from immobilizing the driver and/or <br />hijacking the bus. Applicants are discouraged from submitting projects that propose the use of closed- <br />circuit television (CCTV) alone as an on-board deterrent to terrorism. Rather, any cameras should have <br />the capability and protocols in place for incident-based real-time monitoring. CCTV Systems that are <br />primarily archival, and do not clearly specify the ability for live monitoring in the Investment Justification <br />(IJ) will not be funded. <br /> <br />Capital Projects – Facility Security Enhancements <br />• Projects related to physical security enhancements at bus stations, or operator-owned facilities <br />including but not limited to lighting, security cameras, security screening equipment for people <br />and baggage, and access control (e.g., fences, gates, barriers).
