The <br />Planning Guides page includes: Planning Considerations: Disaster Housing Guidance for State, Local, <br />Tribal and Territorial Partners (May 2020), which supplements Comprehensive Preparedness Guide (CPG) <br />101: Developing and Maintaining Emergency Operations Plans. It provides guidance on national housing <br />priorities, types of housing, key considerations and housing-specific planning recommendations for state, <br />local, tribal and territorial (SLTT) jurisdictions to use, in conjunction with the Six-Step Planning Process <br />described in CPG 101, to develop or improve disaster housing plans. <br /> <br />State Disaster Recovery Coordinator <br />The Pre-Disaster Recovery Planning Guide helps states prepare for recovery by developing pre-disaster <br />recovery plans that follow a process to engage members of the whole community, develop recovery <br />capabilities, and create an organizational framework for recovery efforts. <br /> <br />FEMA strongly recommends that EMPG Program recipients include pre-disaster recovery planning as part <br />of their State Readiness and Preparedness efforts by establishing a State Disaster Recovery Coordinator <br />(SDRC). An effective pre-disaster recovery plan and process is crucial to help recipients prepare for major <br />disaster incidents and recover effectively. Recipients are encouraged to use the Pre-Disaster Recovery <br />Planning Guide to help inform their identification and establishment of a SDRC. The SDRC position should <br />be included in the State Administrative Plan with the following responsibilities: <br /> <br />• Develop the pre-disaster recovery plan, including state-level leadership and structure, formation of <br />communication channels, multi-agency coordination, and building whole-community partnerships <br />to support recovery efforts. <br />• Set the stage for necessary strategic, operational, and tactical post-disaster planning, actions, and <br />processes. <br />• Maximize impact of federal, private sector, and nongovernmental dollars to enable recovery and <br />resilience. <br />• Accelerate the delivery of resources, including funding and technical assistance, to disaster- <br />impacted communities. <br />• Enable state leadership to better organize and identify gaps in the state’s recovery capabilities. <br /> <br />Disaster Financial Management Policies and Procedures <br />Lessons learned from recent hurricane seasons and wildfires demonstrate the need for impacted <br />jurisdictions to improve their ability to immediately track and account for disaster costs. Disaster financial <br />management includes policies and procedures that work to recover expenses pertaining to damage, <br />emergency protective measures, and debris management during and after a disaster. These policies and <br />procedures include, but are not limited to, those supporting eligible contract costs and force account labor, <br />materials, and equipment. <br /> <br />State Administrative Plan <br />FEMA strongly recommends that EMPG Program recipients include disaster financial management <br />planning as part of their State Administrative Plan.
