If you have any questions or would like to request assistance through the NEP, <br />please visit the NEP website or reach out to the NEP directly at NEP@fema.dhs.gov. <br /> <br />Reporting <br /> <br />• All EMPG Program-funded exercise activities must be captured in the approved EMPG Program <br />Work Plan. <br />• Recipients must have a current multi-year IPP that identifies preparedness priorities and activities. <br />The current multi-year IPP must be submitted to hseep@fema.dhs.gov and the regional EMPG <br />Program manager before January 31st of each year. <br />• Recipients are encouraged to enter their exercise information into the Preparedness Toolkit at <br />https://preptoolkit.fema.gov/. <br />• Recipients must submit AAR/IPs to hseep@fema.dhs.gov and copy their regional EMPG Program <br />manager and indicate which fiscal year’s funds were used (if applicable). <br />• AAR/IPs must be submitted no later than December 31st of each year. For exercises conducted <br />during the final quarter of a calendar year, submission of AAR/IPs must occur within 90 days of <br />exercise completion. Regardless of conduct date, recipients are encouraged to submit AAR/IPs <br />within 90 days after completion of the single exercise or progressive series. <br />o Recipients are encouraged to submit AAR/IPs reflecting tabletop exercises that validate <br />critical plans or those reflecting large-scale functional or full-scale exercises that took place <br />at the state, territorial, tribal, or UASI level. Recipients are discouraged from submitting <br />AAR/IPs specific to local jurisdictions which reflect drills. <br />o If a state, territory, or local jurisdiction has experienced a major disaster and they would <br />like to request exemptions for a scheduled exercise, the recipient should send this request to <br />its assigned FEMA Regional EMPG Program manager through the Quarterly Performance <br />Progress Report. Exemptions will be reviewed on a case-by-case basis by the regional <br />EMPG Program manager. <br />o Recipients can access a sample AAR/IP template at https://preptoolkit.fema.gov/web/hseep- <br />resources/improvement-planning. <br /> <br />Training <br />Similar to the exercise guidance above, training activities should align to a current, Multi-Year IPP <br />developed through an annual IPPW and build from training gaps identified in the THIRA/SPR and work <br />plan development process. Further guidance concerning the IPP and the IPPW can be found at <br />https://preptoolkit.fema.gov/web/hseep-resources/home. <br /> <br />Training should foster the development of a community-oriented approach to emergency management that <br />emphasizes engagement at the community level, strengthens best practices, and provides a path toward <br />building sustainable resilience, all of which is included in the curriculum of the EMI Basic Academy. The <br />EMI Basic Academy provides a foundational education in emergency management as a way for emergency <br />managers to begin or advance their career. The goal of the Basic Academy is to support the early careers of <br />emergency managers through a training experience combining knowledge of all fundamental systems, <br />concepts, and practices of cutting-edge emergency management. <br /> <br />EMPG Program funds used for training should support the nationwide implementation of NIMS. The NIMS <br />Training Program establishes a national curriculum for NIMS and provides information on NIMS courses. <br />Recipients are encouraged to place emphasis on the core competencies as defined in the NIMS Training <br />Program.
