<br /> <br /> HSGP Appendix | February 2021 Page A-36 <br />• Select the Related Documents tab on the posting <br />• Click on the OPSG Operations Order Template and fill out all sections of the template <br /> <br />Executive Summary Overview <br />Operations Order Executive Summary <br />Operations Order Executive Summary must: <br /> <br />• Identify the organization name, point of contact, committees, and other structures accountable for <br />implementing OPSG in the jurisdiction (typically this will be a program lead or manager <br />overseeing operations and individuals assigned to that agency). <br />• Describe how federal and SLTT law enforcement agencies will work together to establish and <br />enhance coordination and collaboration on border security issues. <br /> <br />Budget Requirements Overview <br />Operations Order Detailed Annual Budget must: <br /> <br />• Explain how costs and expenses were estimated. <br />• Provide a narrative justification for costs and expenses. Supporting tables describing cost and <br />expense elements (e.g., equipment, fuel, vehicle maintenance costs) may be included. <br /> <br />Submission Requirements <br />Operations Orders must meet the following submission requirements: <br /> <br />• Must be submitted as an Adobe PDF document. <br />• All documents submitted must use the unique identifier created by the OPSG data management <br />system from the original associated operation order. <br />• Applicable OPSG sector representatives must coordinate with the SAA and OPSG participants to <br />submit an accurate inventory of all specified OPSG purchased property with each Operations <br />Order/FRAGO. <br /> <br />Due to the competitive nature of this program, separate attachments will neither be accepted nor <br />reviewed. <br /> <br />OPSG Operational Guidance <br />This section provides operational guidance to OPSG applicants on the development of a concept of <br />operations and campaign planning, the tactical operation period, and reporting procedures. This guidance <br />also delineates specific roles and responsibilities, expectations for operations, and performance measures . <br />Successful execution of these objectives will promote situational awareness among participating agencies <br />and ensure a rapid, fluid response to emerging border-security conditions. <br /> <br />OPSG uses an integrated approach to address transnational criminal activity. Federal and SLTT partners <br />are required to establish and maintain an OPSG IPT with representation from all participating law <br />enforcement agencies, co-chaired by representatives from USBP, the SAA, and participating local law <br />enforcement agencies’ OPSG program representatives. Each operational order will address specific <br />threats, gaps, and vulnerabilities identified by the USBP. All requests in the operational plan will be <br />reviewed and approved by the corresponding sector's Chief Patrol Agent or his/her designee for border <br />security value.
