<br /> <br /> HSGP Appendix | February 2021 Page A-42 <br />Operational Cycle: A deliberate on-going cycle of command, staff, and unit activities intended to <br />synchronize current and future operations (driven by current intelligence and short-term goals that <br />support the campaign). <br /> <br />Operational Discipline: The organized manner in which an organization plans, coordinates, and executes <br />the OPSG mission with common objectives toward a particular outcome. <br /> <br />Operation/Operational Order (OO): A formal description of the action to be taken to accomplish or <br />satisfy a CONOP, Campaign Plan, or FRAGO. The OO includes a detailed description of actions to be <br />taken and required logistical needs to execute an operation. <br /> <br />Opioid Receptor Antagonists: Any medically approved drug or medical substance that can be utilized by <br />first responder personnel in an emergency situation that is designed to counteract the effects of an opioid <br />overdose. <br /> <br />Performance Measure: A numerical expression that quantitatively conveys how well the organization is <br />doing against an associated performance goal, objective, or standard. <br /> <br />Risk: Potential for an adverse outcome assessed as a function of threats, vulnerabilities, and consequences <br />associated with an incident, event, or occurrence. <br /> <br />Targeted Enforcement: The leveraging of all available assets against a specific action, area, individual, or <br />organization and using those deemed most appropriate to mitigate risk. <br /> <br />Target of Interest: A specific person, group of persons, or conveyance known to be part of, or used by <br />transnational criminal organizations to advance their criminal activity. <br /> <br />Threat: Information expressing intent to conduct illegal activity often derived from intelligence sources, <br />the overall context, a specific event or series of events, or observation of suspicious activity. <br /> <br />Tier: Tier refers to the geographical location of a municipality, county, or tribe with respect to the United <br />States national border, i.e., Tier 1 is a county located on the border; a Tier 2 county is a county contiguous <br />to a Tier 1 county; and a. Tier 3 is a county not located on the physical border but is a contiguous to a Tier <br />2 county. <br /> <br />Unity of Effort: Coordination and cooperation among all organizational elements, even though they may <br />not be part of the same command structure, to achieve success. <br /> <br />Vulnerability: The protective measures in place are less than the protective measures needed to mitigate <br />risk. <br /> <br />HSGP Supplemental Material <br />FEMA collaborates with various subject-matter experts and acknowledges the value and expertise these <br />Federal partner agencies provide to help shape the development and implementation of the HSGP. This <br />continued partnership and collaboration helps provide recipients with the greatest number of resources <br />required to effectively manage and implement funds as well as promotes transparency. Therefore, FEMA <br />is providing hyperlinks to information on various subjects and policies that are relevant to the mission and <br />intent of the FEMA and its preparedness grant programs. <br />
