Rousselle Street Flood Protection Project <br />January 21, 2025 <br />Page 4 <br />Project Contingencies $411,000 <br />TOTAL CONSTRUCTION DELIVERY COST $5,139,259 <br />ENVIRONMENTAL IMPACT <br />Pursuant to the California Environmental Quality Act (CEQA), the recommended actions <br />are exempt from further review pursuant to Sections 15301(b), 15301(c), and 15302(c) <br />of the CEQA guidelines for projects consisting of the replacement or reconstruction of <br />existing publicly owned utilities, streets, sidewalks, and gutters. The project continues <br />these parameters of the CEQA guidelines and Categorical Exemption Environmental <br />Review No. ER-2024-57 was filed with the Orange County Clerk -Recorder for the <br />project (Exhibit 6). <br />FISCAL IMPACT <br />As indicated in the Cost Analysis, the estimated total construction delivery cost of the <br />project is $5,139,259. All funds are available for expenditure in Fiscal Year 2024-2025. <br />Any remaining balances not expended at the end of the fiscal year will be carried <br />forward into Fiscal Year 2025-2026. <br />The proposed contract authorizes staff a maximum of 10% in contingencies for <br />construction contract change orders. Staff will return to City Council for authorization <br />and appropriation of additional contingency if necessary. <br />With approval of the requested appropriation adjustment, a portion of the accumulated <br />fund balance will be appropriated for spending in the Federal Clean Water Protection <br />Enterprise, Improvements Other Than Building (No. 05717640-66220). The spendable <br />portion of the fund balance is estimated to be $6,957,265 at June 30, 2025, which is <br />sufficient to allow for the recommended appropriation of $831,000.
