Determine that, pursuant to the California Environmental Quality Act, the <br />recommended actions are exempt from further review. Categorical Exemption <br />Environmental Review No. ER-2024-107 was filled for Project No. 25-6030. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency Engineering Division is responsible for the administration and <br />oversight of all Capital Improvement Projects in the City. In 2021, a traffic impact <br />analysis conducted by the Santa Ana Unified School District (SAUSD) for a new Sports <br />Stadium at Saddleback High School indicated that a traffic signal was warranted at the <br />intersection of Segerstrom Avenue and Rosewood Avenue (Exhibit 1). The warrant <br />study examined average daily traffic volumes, peak hour volumes, pedestrian volumes, <br />and collision history; thus concluding the need for a traffic signal based on high traffic <br />delay experienced by motorists entering the intersection. The study determined that a <br />new traffic signal would also help improve traffic flow, safety, and accessibility for <br />motorists, pedestrians, and bicyclists that traverse this intersection. <br />To help mitigate the impacts, SAUSD agreed to fund the design and construction of a <br />new traffic signal at Segerstrom Avenue and Rosewood Avenue. To help streamline the <br />construction, SAUSD requested the City to manage the construction of the project and <br />in exchange SAUSD would provide 100% of the necessary funding for construction <br />delivery. The scope of work includes installation of traffic signal poles, conduit, wiring, <br />video detection system, emergency vehicle preemption system, wheel chair ramps, and <br />high visibility crosswalks. <br />Staff recommends the approval of the proposed Cooperative Agreement with SAUSD <br />in order to identify the roles and responsibilities of each agency. Under the proposed <br />cooperative agreement, the City agrees to construct the new traffic signal and provide <br />construction engineering and management, while SAUSD agrees to reimburse the <br />City for 100% of all costs associated with the construction including contract bid <br />amount, construction administration, inspections, material testing, and contingency <br />amounts (Exhibit 2). The agreement was approved by the SAUSD Board on <br />December 19, 2024. <br />A copy of construction plans, contracts, specifications, and all related reference <br />materials (such as The Greenbook) are available for public review at the City's Public <br />Works Agency, Central Files office located in City Hall. <br />
