Categorical Exemption number ER-2025-4 was filed <br /> for this Project pursuant to California Code of Regulations Title 14, Section 15301(c). <br /> GOVERNMENT CODE §84308 APPLIES: No <br /> DISCUSSION <br /> On November 19, 2024, City Council authorized City Staff to submit the Fiscal Year <br /> 2025-2026 Measure M2 Comprehensive Transportation Funding Program (CTFP) <br /> application for Arterial Capacity Enhancements (ACE) funding to the Orange County <br /> Transportation Authority (OCTA). The recommended project list included Fairview <br /> Street Improvements Project from 171" Street to Trask Avenue (Exhibits 1 & 2). <br /> The OCTA approval of the CTFP application requires City Council approval of the <br /> CEQA environmental determination. Staff has determined that a Categorical Exemption <br /> is the applicable determination for this project. The proposed project is exempt from <br /> further environmental review under the requirements of CEQA because it falls under the <br /> list of classes of projects that have been determined not to have a significant effect on <br /> the environment and have been declared exempt by the Legislature in accordance with <br /> the CEQA Guidelines. Categorical Exemption number ER-2025-4 was filed for this <br /> Project (Exhibit 3). <br /> Staff recommends the approval of the environmental determination for the Fairview <br /> Street Improvement Project from 17t" Street to Trask Avenue as a Categorical <br /> Exemption pursuant to CEQA. <br /> 9-1 <br />
