FIRSTCARBON Proposal <br /> SOLUTIONS <br /> FCS INTERNATIONAL.INC. <br /> would require re-modeling for the above Scope of Work,the re-modeling would be accomplished as an <br /> additional service not included in this Scope of Work. <br /> Subtask 3.5: Vehicle Miles Traveled Screening Evaluation <br /> As a subconsultant to FCS, Urban Crossroads(Urban)will conduct a project screening evaluation to <br /> determine if the project meets one or more Vehicle Miles Traveled screening criteria included in the City <br /> of Santa Ana Traffic Impact Study Guidelines(September 2019). Urban anticipates that the proposed <br /> project will screen out as a local servicing ancillary use or the net new trip will be below the trip <br /> threshold.The results of the screening evaluation will be summarized in a technical memorandum. It is <br /> assumed that Urban will address up to two rounds of comments provided by the City and/or City's peer <br /> reviewer. <br /> Deliverable <br /> O Electronic copy(via email/Dropbox in PDF)of the Vehicle Miles Traveled Screening Evaluation to <br /> the City. <br /> Subtask 3.6:Trip Generation Assessment <br /> As a subconsultant to FCS, Urban will review the proposed site plan and conduct driveway counts for up <br /> to two driveways over three consecutive days to calculate the trips associated with the existing use. <br /> Urban will review data and summarize trip generation data for the existing use.The total number of <br /> existing spaces shall be provided by the City which will be used to develop a per space trip generation <br /> rate. Urban will calculate a project-related vehicle trips based on the trip generation rates. If the existing <br /> use is not representative of the prosed use,then the City and/or applicant is to provide other <br /> comparable sites to survey.Additional traffic counts can be conducted for additional sites for an <br /> additional cost upon authorization. Urban will determine whether a traffic study is required in <br /> accordance with the City of Santa Ana traffic study guidelines and provide the results in a technical <br /> memorandum. It is assumed that Urban will address up to two rounds of comments provided by the City <br /> and/or City's peer reviewer. <br /> Deliverable <br /> a Electronic copy(via email/Dropbox in PDF) of the Trip Generation Assessment to the City. <br /> Task 4: Preparation of Administrative Draft IS/MND <br /> FCS will utilize applicant-prepared studies in support of the IS/MND.This Scope of Work assumes that <br /> the applicant-prepared studies will be adequate for the purposes of CEQA and that no peer review will <br /> be required.The Administrative Draft IS/MND format will include separate sections for discussion of <br /> each CEQA Guidelines Appendix G Environmental Checklist impact category,and it will be adequately <br /> supported by exhibits(including color GIS mapping,as appropriate).The Administrative Draft IS/MND <br /> will evaluate project impacts against each question on the Appendix G Environmental Checklist and <br /> determine whether a potentially significant impact could occur that requires mitigation or if impacts <br /> would be less than significant and would not require mitigation.
