Public Works Agency <br />www.santa-ana.org/pw <br />Item # 13 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />February 18, 2025 <br />TOPIC: Architectural Design Services for Santa Ana Downtown Parking Structures <br />Improvements <br />AGENDA TITLE <br />Agreement with IDS Group for Architectural Design Services for Santa Ana Downtown <br />Parking Structures Improvements (Project No. 25-9004) (Non -General Fund) <br />RECOMMENDED ACTION <br />Approve an agreement with IDS Group for architectural design services for Santa Ana <br />Downtown Parking Structures Improvements for an amount of $157,587 plus a 10% <br />contingency of $15,759, for a total amount not to exceed $173,346, for a term beginning <br />February 18, 2025 and expiring February 17, 2027, with a provision for a two-year <br />extension without additional funds (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />In 2022, the City applied to District 46 Congressman Luis Correa's Office to request an <br />earmark grant from the Department of Housing and Urban Development's (HUD) <br />Economic Development Initiative Community Project Funding & Miscellaneous Grants <br />to fund the Downtown Business Improvement Initiative for the City of Santa Ana. The <br />City was awarded $2,500,000 in grant funding for its Downtown Business Improvements <br />Initiative. On August 6, 2024, Council approved an agreement with HUD to accept the <br />grant funds and execute the projects focused specifically for parking structure <br />improvements. <br />The Public Works Agency, in collaboration with the Community Development Agency, <br />released a Request for Proposal (RFP) No. 24-100A on September 26, 2024, by which <br />it sought a qualified Consultant having special skills and knowledge in the field of <br />engineering, architecture, and administrative services to develop and provide design <br />plans for the city -owned Parking Structures Improvements. <br />The City owns and operates three public parking structures in Downtown Santa Ana. <br />These parking Structures were built between 1960 and the 1990's. The City -owned <br />parking structures; Fiesta Parking Structure (300 E. 51h Street), Garage C Parking <br />Structure (310 Birch Street), and Garage D Parking Structure (420 N Main Street) <br />
