Sunflower Street, is not necessary for the benefit of the city <br />generally, as there is sufficient area available where that particular <br />type of zoning will not be an adverse influence, and requesting that <br />the proposed re-zoning be denied. On motion of Councilman McBride, <br />seconded by Dahl and carried, the letter was received and filed. It <br /> <br />was moved by Councilman Dahl, seconded by Jerome and carried, that the <br />Clerk read the communication of the Manager, dated January 25, 1954, <br /> <br />regarding the area proposed for industrial zoning south of Delhi Road <br /> <br />and west of Main Street. On motion of Councilman Dahl, seconded by <br />Jerome and carried, the communication from the Manager was received, <br />filed, copy mailed to the Santa Aha Independent and ordered spread in <br />the Minutes: <br /> <br />"I have been requested by several members of the Council to place in <br />writing the verbal comments I made to you approximately one month ago <br />regarding the area proposed for industrial zoning south of Delhi Road <br />and west of Main Street. <br />These comments and recommendations are of value only if and after the <br />Council establishes a general policy in this matter and determines <br />that such industrial zoning is to be approved. If so, then I strongl~ <br />urge that negotiation of the details of area lay-out for development <br />be instituted and agreement reached between the City and the developer <br />to the point where no material misunderstanding can appear at a future <br />date and that a Council policy can be applied to the surrounding area. <br />Therefore, I recommend as follows: <br />(1) both Broadway and Flower Streets be provided for at full <br /> major street widths to extend southerly to the proposed <br /> Sepulveda Freeway location, or to Newport Boulevard; <br />(2) that adequate protections be established to protect South <br /> Main Street at least equal to those already established <br /> on the east side of Main Street by the County Planning <br /> Commission; <br />(3) that the industrial zone shall not be permitted to extend <br /> west of Bristol Street; <br />(4) that Delhi Road be protected by a buffer strip along the <br /> entire northerly edge of the industrial zone, said strip <br /> to consist of multiple residential zoning of sufficient <br /> width to assure non-encroachment of industrial land uses <br /> upon Delhi; <br />(5) that an industrial street be required between the southerly <br /> boundary of the residential buffer strip and the northerly <br /> boundary of the industrial land; <br />(6) that consideration be given to the application of a structural <br /> set-back on both sides of Broadway and Flower Streets extend- <br /> ed; and <br />(7) that provision be made for the extension of Dyer Road west <br /> to connect with Talbert at Bristol." <br /> <br />It was moved by Councilman McBride and seconded by Jerome, that it is <br />the intention of the Council if and when the ninety-five acres south- <br /> <br />west of the City is annexed to Santa Aha the property will be zoned <br />for M-1 subject to a buffer residential zone along the south side of <br />Delhi Road, the width to be agreed upon by the City and the Railroad <br />Company. Attorney Roger Howell, representing J. Ogden Markel and the <br />Washington School P.T.A. presented a petition signed by forty-three <br />voters and/or property owners protesting the approval <br /> <br />of the recommend., <br /> <br />atlons of the Planning Commission to zone the area bounded on the <br /> <br />north by Delhi Road, on the east by Main Street, on the south by <br />Sunflower Street, and on the west by the Old Newport Road for M-1 and : <br />M-2. Attorney Howell stated tha~ close to 600 signatures on petitions~ <br />had been filed opposing the reclassification and requested that the <br />Council give further consideration to the matter. Henry Freeman, <br />District Traffic Manager of the Southern Pacific Railroad and the <br /> <br />Pacific Electric Railway Company said that his officials feel that the <br /> <br />area is ideal for industrial expansion.
