In reaching its determination the Personnel Board shall
consider the employee's need for such exceptional treatment on
residence location, the employee's personal record, his value to the
City as an employee and the effect of a waiver upon City service, the
time necessary to reach his place of employment if he be called to
perform emergency overtime, and such other matters affecting the
public interest as may be presented or appear from the data available
to the Personnel Board. Any waiver of residential requirements may
be limited or conditioned. The fact of such waiver and any conditions
affecting the same shall be filed with the City Manager and the
Department Head.

-1-
