RESOLUTION 70-2 ESTABLISHING A I~JMAN RELATIONS <br />COMMITTEE OF THE CITY OF SAI~TA ANA <br /> <br /> W~EREAS, the city Council of the City of Santa Ana has <br />appointed a preliminary committee to study the field of human <br />relations within the City, and <br /> <br /> W~EREAS, it has held a public hearing at which many of <br />its citizens participated, and <br /> <br />WHEREAS, the Council finds that: <br /> <br /> (1) there may be a lack of understanding and <br />communication between certain individuals and group~ and that <br />there does exist prejudice, intolerance and discrimination against <br />persons because of age, sex, race, religion, national origin and <br />cultural background which causes tensions and conflicts among them <br />thereby menacing peace and public welfare; <br /> <br /> (2) that said human conditions are contrary to the <br />teachings and principles of our democratic way of life. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that in order to promote <br />better understanding and relations between all persons and to <br />advance public health both emotional and physical and to secure <br />increased welfare and security the Human Relations Committee of <br />the City of Santa Ana is hereby created as an instrument to <br />promote good will and better relations among all the citizens of <br />the City. <br /> <br /> BE IT FURTHER RESOLVED that the Committee shall be comprised <br />of fifteen (15) members who shall as nearly as possible be repre- <br />sentative of the various and diverse religious, racial, cultural <br />and age groups within~e city and that this committee shall as its <br />primary and fundamental purpose seek to develop programs and plans <br />designed to lessen prejudice and to promote better understanding <br />between the citizens of the community in all aspects of their life <br />without regard to age, sex, race, religion, national origin or <br />cultural background. <br /> <br />The Committee shall be specifically required: <br /> <br /> (1) to cooperate with and assist those other individuals <br />and community agencies so engaged in serving human needs and in <br />fostering mutual understanding among all persons and groups. <br /> <br /> (2) to recommend to the City Council the enactment of any <br />required legislation which has as its purpose the improvement of <br />the human environment within the City. <br /> <br /> (3) to cooperate with appropriate city departments in <br />identifying human relations problems. <br /> <br /> (4) to receive complaints by its citizens of possible <br />tensions or practices of discrimination or acts of prejudice <br />against any person or group because of age, sex, race, religion, <br />national origin or cultural background. <br /> <br /> (5) to conduct such studies and research and to render such <br />written reports as the City Council may hereinafter direct them <br />to perform. <br /> <br /> BE IT FURTHER RESOLVED that the City Council of the City <br />of Santa Ana shall take all expedient steps to appoint such a <br />committee within the near future, cognizant of the need to obtain <br />the services of the citizens of this community dedicated to the <br />advancement of the general propositions set forth in this resolution. <br /> <br /> <br />
