RESOLUTION 70-4 ESTABLISHING A HUMAN r~ATIONS <br /> COMMISSION OF THE CITY OF SANT ~g[~g~ ~ !'~ "' <br /> <br /> WHEREAS, the City Council of the City of Santa Ana has <br />appointed a preliminary commission to study the field of human relations <br />within the City, and <br /> <br /> WHEREAS, it has held a public hearing at which many of its <br />citizens participated, and <br /> <br />WHEREAS, the Council finds that: <br /> <br /> (1) there may be a lack of understanding and communi- <br />cation between certain individuals and groups, and that there does exist <br />prejudice, intolerance and discrimination against persons because of <br />age, sex, race, religion, national origin and cultural background which <br />causes tensions and conflicts among them thereby menacing peace and <br />public welfare; <br /> <br /> (2) that said human conditions are contrary to the <br />teachings and principles of our democratic way of life. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that in order to pro- <br />mote better understanding and relations between all persons and to <br />advance public health both emotional and physical and to secure increased <br />welfare and security the Human Relations Commission of the City of <br />Santa Ana is hereby created as an instrument to promote good will and <br />better relations among all the citizens of the City. <br /> <br /> BE IT FURTHER RESOLVED that the Commission shall be <br />comprised of fifteen (15) members who shall as nearly as possible be <br />representative of the various and diverse religious, racial, cultural <br />and age groups within the City and that this commission shall as its pri- <br />mary and fundamental purpose seek to develop programs and plans <br />designed to lessen prejudice and to promote better understanding between <br />the citizens of the community in all aspects of their life without regard <br />to age, sex, race, religion, national origin or cultural background. <br /> <br />The Commission shall be specifically required: <br /> <br /> (1) to cooperate with and assist those other individuals and <br />community agencies so engaged in serving human needs and in fostering <br />mutual understanding among all persons and groups. <br /> <br /> (2) to recommend to the City Council the enactment of any <br />required legislation which has as its purpose the improvement of the <br />human environment within the City. <br /> <br /> (3) to cooperate with appropriate City departments in <br />identifying human relations problems. <br /> <br /> (4) to receive complaints by its citizens of possible tensions <br />or practices of discrimination or acts of prejudice against any person <br />or group because of age, sex~ race, religion, national origin or cultural <br />background. <br /> <br /> (5) to conduct such studies and research and to render such <br />written reports as the City Council may hereinafter direct them to <br />perform. <br /> <br /> <br />
