For these items for which a <br />regular established price is unavailable, the department head, <br />in collaboration with the Director of Finance, may establish a <br />price consistent with the idea of cost recovery, service involved, <br />and convenience. The Director of Finance shall report these <br />exceptions to the City Manager. It shall be the responsibility <br />of the city Manager to review these costs annually and make such <br />recommendations to the City Council as required to keep the <br />charges in line with the costs.
